NAI Staff

Charles Curran
Executive Director and General Counsel

Chuck Curran joined the NAI in 2009 as its Washington-based Executive Director and General Counsel.

Prior to joining the NAI, Chuck served as AOL's Chief Counsel for Policy and Regulatory matters. A twelve-year veteran, Curran was responsible for AOL's federal and state legislative agenda, with a particular focus on privacy, data security, and consumer protection issues. He also led AOL's consumer regulatory team, advising on online advertising and marketing matters. Over the past decade, he has spoken extensively on the full range of online policy issues, including spam enforcement, cybercrime, spyware prevention, and child safety. Prior to joining AOL, he was a Trial Attorney with the Civil Division of the U.S. Department of Justice, and clerked for the United States Court of Appeals for the First Circuit.

He is a graduate of Yale University and Columbia Law School.


James Campbell, CIPP
Assistant Director

Jim serves as the assistant director of the Network Advertising Initiative (NAI). His work focuses on sales, marketing and member services. Jim received his B.A. in English from The College of the Holy Cross and M.A. in Advertising from the University of Illinois.

He is a veteran marketing professional with unique depth of experience in email and online marketing. Jim joined the NAI after serving as vice president of marketing for email service provider TargitInteractive and later serving as the email marketing manager for Expedia's TripAdvisor.com travel search site.

He began his career buying and managing media sponsorships for Anhueser-Busch and Busch Media Group. He later entered the emerging online marketing field with then Monster.com parent TMP Worldwide.


Justin B. Weiss, CIPP
Associate Counsel

Justin serves as associate counsel for the Network Advertising Initiative (the NAI). His work focuses on domestic and international ecommerce, privacy and technology law.

As part of his work for the NAI, Justin reports to member companies on state, federal and international regulatory and policy matters affecting online behavioral advertising. As the lead drafter for the NAI's recently updated self-regulatory code of conduct for online behavioral advertising (the NAI Principles), he works actively with leading behavioral advertising companies on the ongoing development and interpretation of self-regulatory industry standards and their adaptation to new business models and changing technology.

He has prepared testimony on behalf of the NAI for the U.S. Federal Trade Commission, the Senate Judiciary Committee, and the European Parliament, and has published privacy commentary as a contributing author in the CCH publication Privacy Law in Marketing, and in B2B Magazine, and is a frequent speaker on the topics of online privacy, self-regulation and online advertising regulation.

Justin received his B.A. magna cum laude in Political Science and an M.A. in French language from Middlebury College. After his two-year service as a U.S. Peace Corps volunteer in Guinea, West Africa, Justin went on to work as an international communications and relations manager for the 2002 and 2006 Olympic Winter Games Organizing Committees of Salt Lake City, Utah and Torino, Italy, respectively. He later graduated cum laude from the University of Maine School of Law in August of 2006, earning the Kenneth R. Clegg Award which is given to the individual who achieves the highest combined score on the Maine bar examination in his or her first attempt at passing a bar exam. Justin is also a fluent speaker of both French and Italian.


David Wainberg
Compliance Counsel

David joined the NAI as Compliance Counsel in 2009. David draws on his background as an attorney and a technologist to ensure that NAI members employ appropriate technologies and practices to fulfill their obligations under the NAI Principles.

Prior to joining the NAI, David worked researching, writing, and consulting on issues at the intersection of law and technology. He has also served the legal division of the Maine Public Utilities Commission, and has counseled private clients on matters related to technology, privacy, and information security law.

Before becoming an attorney, David worked as a web designer and developer for nearly a decade. He received his B.S. magna cum laude in Computer Science from the University of Maine, and received his J.D. from the University of Maine School of Law.
